It would be powerful enough just to cheat free creatures into play, but putting them in tapped and attacking makes this a lethal commander that overwhelms the table with just a few combat steps
Youre unlikely to get your Double Strike and extra combats, and at that point, you might even be annihilating players with Commander damage regardless
For Commander, I think they are both at the very least solid cards but become much better the higher-power Commander you like to play
